Can't get rid of window that shows up on Bootup

I close this window and reboot but the window keeps coming up. I don't beleve it is a balloon notification and have tried that avenue or maybe I didn't implement the noballoon parameter correctly. This window originally showed up when I installed new software (it is a support folder type window). Are these called balloons?

In any case, before I closed down, the desktop is clean of windows and I restart. Once it has completed startup, this window is open again.

Any help would be greatly appreciated.

What is the title of the window? Any text in the Window? (The title is the
text in the blue bar at the very top of the window.)
