Can't get "Read Reciepts"

Hi,

I'm using exchange 2000 and outlook 2003, Whenever i ask
for the delivery and read reciept for an email sending to
the outside address, i never get the read reciept back,
however i can get them from an internal network.

Any help would be greatly appreciated.

Many ISPs will block read receipts (spammers use them to determine "live"
addresses), and besides, the user has an option as to whether to send a
read-receipt.
