can't get past "windows did not start successfully" screen

Lost power due to a storm (have surge protector). Now,
whatever I do leads me to a screen that starts off: "We
apologize for the inconvenience, but windows did not start
successfully." "A recent hardware or software change might
have cuased this." Do one of the following:

Start in Safe Mode
Start in Safe w/networking
Start in Safe w/command prompt
Start w/last known good config
Start windows normally.

I've tried 'em all, and the PC tries to restart but then
ednds up right back at that same screen!!! I've tried
disconnecting to no avail.

Any suggestions?

boot to xp cd and recovery console and run chkdsk /r
