Can't get past desktop

I've installed Vista 32bit and I can't get past the desktop before it stops.
I've got the following spec computer;
160GB HDD
1GB DDR RAM
256MB GPU
2.93 GHz Pentium 4 CPU
16X DVD-RW Dual Layer

Not that you need to know all of that but I can't figure it out, I've got
the minimum specification but the performance is diabolical.

It seems to me that the first step should be to see if it's a resource
problem. You can do this by:
1) Adjusting your display settings to the minimum
2) Adjusting the system performance to be optimized for performance
3) Disabling the Aero theme
4) Checking your startups and running processes to see if anything
unnecessary is running.

If the problem still exists it will take some more troubleshooting to figure
it out.

I can't get to the desktop for long enough to be able to disable these
settings. I tried it in Safe mode but it just puts most of them back to
normal on reboot.
The only thing that I could change with safe mode was the startup items and
services like tablet PC input panel nad windows audio, but they made no
difference to the performance. As for aero, that isn't even enabled at the
moment, it's on Windows Classic.

HI,

You didn't mention the type of graphics card in your system, is it up to
par?
Vista relies heavily on the graphics GPU and drivers to be good.
See if it meets the min requirements,
Just an idea.

I have an nVidia GeForce 6200 256MB Graphics card. and I installed the newest
driver whilst in safe mode. Didn't make a dent.
