can't get onto Internet Explorer

This morning I tried to open IE and got a "pop up" saying,
"You have tried to access a page that you are not
authorized to display and were stopped by the SAS Proxy.
etc,etc. How do I fix this and get on line??

Did you, or someone who has access to your computer, install this
software("SAS Proxy")? If yes, you must learn how to use the software or
remove it. If no, you must install a spyware removal application. Three
popular choices, available on the Internet, are Spybot Search and Destroy,
AdAware and Pest Patrol.
