Can't get into safe mode

Hangs on boot up at the foot of a page of similar lines:

Multi(0)disk(0)rdisk(0)partition(1)WINDOWS\system32\Drivers\Mup.sys

Hi Trevor;
I think I can help with that, click run from your start menu and type
msconfig in the text box, click the boot.int tab and check safeboot. After
that you will need to click apply and then ok and it should go into safe mode
after it reboots. It should do it automatically. Hope that helps.

If the problem is hardware related or software related, don't you think is
gone be stuck if he ask boot.ini to start in safe mode ?
How wiil it be possible to return in normal mode after he check that box and
never proceed in safe mode ?

I tried that method, and it left me in a continous state of boot/reboot with
no way to get into any mode. There is an answer for this problem on the XP
CD, and its use is available in the MS knowledge base. It is "bootini.list,
and bootini.rebuild. After the changes the XP CD preformed a complete
system repair, and all was well. But I still cannot get into safe mode.
