Can't get IE6 to view new language, XJIS.NLS, winXP

Question

Tried going to view>encoding then select the language.
Ask for the winXP cd and I inserted it but then it needed
the XJIS.NLS file, where is that file? Don't know what to
do? What does the XJIS.NLS file do?
