Can't Get IE6 to recognize Outlook Express as Email Program

Had a problem with XP Pro, and a tech reinstalled on same drive/partition. Outlook Express runs, IE6 runs, but IE6 won't send email and says My account isn't set up properly. I've tried everything it seems but format c to get IE6 to give me the option of running Outlook Express as my email program, but IE6 doesn't see Outlook Express for email. It does list it for newsgroups. Any suggestions??
 
Click [Start] [Run] and type this command:

"shmgrate.exe OCInstallReinstallOE" (For XP)

(with the double quotes and spaces)

"C:\Program Files\Outlook Express\msimn.exe" /reg

And then make sure that OE is selected as the default mail program in both IE and OE.
