can't get defaults to stick in 2003

I have tried over and over using instructions online and in a maual, but I
cannot get my default changes to stick for all documents. Please help.
 
Assuming you're saving them correctly to the normal.dot template, they
should apply to all _new_ documents, but not to ones created before
you modified your template.
