cant get a website to loadup

i am trying to view a website but i cant get it to come
up,i have tried to many things to get. it comes up on
another computer but not mine? could someone please help

HOSTS file problem?
Look also for a file named HOSTS (no extension, could be hidden) rename it
OLDHOSTS, reboot.

What if any is the error message. Or explain what happens when you to there.
