can't get a new Internet explorer(complete) loaded

Dell Dimension 23oo with XP home upgraded to Pro....Browser "cant find page"...Ping reveals self address good...ping to gateway for ADSL on this network good. ....Ping to listed DNS good! but when you start the browser, no name resolution occurs and "page not found
1. tried repair window
2. tried repair..reinstall as per 31837
3. tried repair tcp/ip as per microsof

is IE available as a seperate (guaranteed to write to HD) item

other ideas???
