can ping but can't connect to Internet

Hi,

I got an oddball problem I am trying to solve remotely.

XP SP 2 going through an ADSL router along with several other
computers. All have fixed IP with the router as DNS server and
gateway. This one can ping the router and other workstations, resolves
domain names, but cannot ping or connect outside (times out). Firewall
is off.

I know it could be hardware - badly seated card, etc, but other than
that, ideas appreciated.

Get the manual for your Router and check the configuration of the
router. Many routers have the ability to deny WAN access to specified
LAN ports or clients, sometimes by Time-of-day.
