Can't format Hard Drive

I have Windows XP installed on different physical hard
drives. I am trying to format one of these hard drives,
but windows won't let me. Any ideas? I tried dismounting
the drive and it still wouldn't let me. I do have
administrator privileges as well. And, I am not logged
into the drive I am trying to format. Thanks for any help.
