can't find news in outlook

The menu item NEWS disappeared from all menus and from the ADD NEW BUTTONS
options.

Outlook Express is NOT my default NewsReader. I checked this. I looked
everywhere. One time the choice came back and I again placed NEWS on the GO
menu. THen later after a normal shutdown and reboot it disappeared on it's
own again.

What can I do now to get it back? I am using Oulook 2003
 
Set OE as your default in Control Panel > Internet options > Programs, but
NOT in OE itself.
