I am not an inexperienced user but I am nervous about making changes in the
registry. Could I trouble you to explain in a bit more detail how and where
I create this key and string value.

Sorry for the delay, but I have been away.
I have re-checked very carefully. There is no folder HELPCTR.EXE under
HKEY_LOCAL_MACHINE\............\App Paths.
Have I misunderstood ? Clicking on the folder App Paths, there is a file in
the right hand pane with an icon showing "ab" (without the quotes). It then
reads (Default)...REG_SZ....(value not set).
I can find the file at "C:\WINDOWS\PCHealth\HelpCtr\Binaries\HelpCtr.exe".

(default) must have a REG_SZ value - full path of Helpctr.exe

I've found the Helpctr file in the directory suggested.
Clicking on Helpctr.exe, it starts up normally.
The problem is, I suppose, re-setting the association with the "Help &
Support" label from the Start button. Not sure how I do that. Can you help,
further please ?
Sorry, but I'm not quite sure what the Run / sfc/scannow was supposed to do.
I did it anyway with the Windows CD in the drive, but all I got was "Cannot
find sfc.scannow".
I noticed that mscofig.exe is also in that WINDOWS\........\ binaries
folder. That also works when I click on it. However, I can't locate or start
it from the Run application.
Are these problems related in some way ? Is there a missing association(s)
that I can reconnect, so to speak ? Apologies if I'm not very technical
about this.
Would much appreciate any further help.
