can't find _vti_inf.htm

Windows XP Professional, Service Pack 1 installed.
Attempting to add FTP ability.

Received message, "can't find file. insert SP1 cd." okay. done

Next message, "can't find _vti_inf.htm. insert XP Pro SP2."

Has SP2 been released? If so, can someone point me to a URL.

Otherwise, any thoughts on where to find this mystery file?
