Can't extract zip file?

Downloaded admin 4.2.4.0, an XP print server driver, from here:
http://www.edimax.gr/en/support_detail.php?pd_id=97&pl1_id=7&pl2_id=34
a number of times but it will not extract, either with WinRar or XP's native
unzip.
Can someone do me a favour and confirm it's a corrupt file then I will
report it back to them.

Should have added that I have no problem with other zip files and that this
is fairly small, 1.8MB.

I attempted to unzip with WinZip version 9.0 and it reports "does not
contain a complete file."
No files were extracted.
