Can't exit turn off XP into Restart mode + Logoff

Windows XP Pro SP2

The system appears to be working great but two small annoyances:

1) When users select Turn Off Computer and the Restart (green button) the
computer will only shutdown. In safe mode the computer will normally
restart.

2) One user, an Administrator, shutdown the PC when they Log Off only
without selecting shutdown. A work around is to use the "Start L" to move
between users.


Any ideas?

Thanks good site - can't see the answer at first look but will take a more
in depth look this weekend
