Can't enable Fax Service in XP Home

I followed the MS Knowledge Base Article #306550 and keep
getting a message that I need fxsxfgwz.dll. It doesn't
exist on my OEM XP disc or on my system. Is there a place
I can download it, or is there some kind of trick??
