Can't drag & drop in Quicklaunch/All Programs

I can't drag and drop icons within the QuickLaunch bar, or items in START ->
All Programs. The latest thing I installed is the newest version of ICQ 6
(Build 6059), but uninstalling ICQ didn't fix the problem. I can still drag
and drop icons into the Quick Launch bar, but I can't move the ones already
in there.

WinXP SP2

Additional info: The toolbar is unlocked, and I have admin permissions.
Please help!
