Cant download Q831167

I am having problems accessing my e-mail, banking and other secured sites. I tried to download the Q831167 fix, however my computer is not accepting it. It gives me a message of "the software you are installing has not passed windows logo testing to verify compatability with windows XP". Any ideas on how to fix this problem?
 
I had this problem too. The problem lies within the acess
given to microsoft executables. Im assuming ur running
Xp. In run type " services.msc " From there scroll down
until u find Cryptographic Services. Set this to Enabled,
then you should be able to install this. If its already
enabled, i got no clue.
