can't download or view files - please help!

When attempting to download files, the box will appear and
it will appear to be downloading, but there is no
estimated time or speed figure. after a few seconds, i
get the useless error message below --

"Internet explorer was not able to open this Internet
site. The requested site is either unavailable or cannot
be found. Please try again later."

I have a feeling this is just a simple setting to change..
any help?
