Can't download files in IE 6 (using Win XP and ZA pro 4)

Every time I go to download updates or any file that is
a .EXE I get the following error:

You are not authorized to view this page
You might not have permission to view this directory or
page using the credentials you supplied.

e-mail address or phone number that may be listed on the

You can click Search to look for information on the
Internet.

HTTP Error 403 - Forbidden

I have been completely unable to find a fix for this and
it's beginning to really piss me off. I thought I liked
IE 6 and XP. Now having 2nd thoughts.
