Can't download e-mails

I can not download e-mails in either Outlook Express (Windows XP –
Service Pack 2) or Outlook 2003. I can connect to the internet and send
e-mails, but I can’t download e-mails, for example in Outlook 2003 I get
a command line at the bottom of the screen that reads “Receiving Message
1 of 42 (166 B of 203 KB)”, but nothing downloads. It seems as if it is
stuck on message 1 of 42.

After about 10 or 15 minutes of receiving I get an error message that
reads “Task ‘pop.starpower.net – Receiving’ reported error (0x800CCC0F):
‘The connection to the server was interrupted.”

I have checked my e-mail account settings and they are all correct.

If I go to a webmail site I can access and download my e-mail.

Need help.

Try deleting the first message in your mailbox using your web access. It
appears that there is something about that message that is creating
problems with downloading.
