Can't download DRMlicense from MS

Can't access

http://drmlicense.one.microsoft.com/indivisite/indivit2.htm

The page reports that my machine (very new from Dell) needs
a security update to access this information.

After pressing start to get the security update, the box
Update completed is highlighted. At this stage, the
process stops.

Clicking on "Update completed" results in IE being shut
down by the website. Error report send to MS states in
follow up "No solution is available for your problem at
this time"

A search of MS knowledge base returns zero (!) articles
on dmrlicence

I am running IE with the latest update (as of today)
service pack 1.

Has anyone experienced this problem. If you solved it
please send solution to (e-mail address removed)
