Can't download anything off the web

it has happened once or twice before but in a day or two it just vanished so
i didn't question it. however this problem has come back and i cannot save
any picture, audio file, video, actually it's pretty much anything from the
web. instead of coming up with a blank window or anything my computer simply
won't do anything at all, it doesn't even open the download screen. Please
someone help me i really miss using the internet like i used to. oh and if
you could please be as simple as you can because i am not very computer
friendly. Thank you so MUCH!!

Try this.

Internet Explorer | Tools | Internet Options | Security tab |
Default Level button

If the Security setting is too high, it will disable File download.
