Can't download Access 2007 templates

I am having trouble downloading Access templates from the Microsoft website.
It starts downloading the template - then I get a status bar with a message
"Please wait while Microsoft Office Access prepares the template for use."
It gets about 1/4 of th way and I get a second message - "SQL Distributed
Management Objects (SQL-DMO) must be on the machine running Microsoft Office
Access." I am running XP, and Access 2007. I downloaded some in the past,
but suddenly it will no longer work. I tried the steps to unregister and
re-register the .dll file, but that didn't do anything. I posted this on an
older post, but didn't receive a response, so thought I would try a new post.
I would appreciate any help.
