Access 2007 Template Submission

I went to submit an Access2007 .accdt template file to Microsoft's site:
http://office.microsoft.com/en-us/templates/CT101172481033.aspx

and got this message:
Your template cannot be submitted, because of one of the following
problems: - The template either contains non-Access active content, such as
macros, embedded objects, linked images, or ActiveX controls. - The template
has a bad title, display name, category, or description. - The template is
missing an Access preview image (JPG, GIF, PNG, or BMP). - The template is
not for one of the following 2007 Microsoft Office system programs: Access
2007, Excel 2007, PowerPoint 2007, Publisher 2007, or Word 2007. Check the
template you want to submit, and then submit it again.


So I tried these steps:
1. I stripped out the VBA code and stand alone macros (a little less
functionality) and resubmitted, same problem.
2. I stripped out the embedded macros (almost no functionality) and
resubmitted, same problem.
3. I stripped out the embedded pictures and resubmitted, same problem.
4. I deleted everything except a few tables and one form and resubmitted,
same problem.

During submission I am using:
Display name: RPT Software
Preview image: crm.bmp (396X497)
Filename: crm.accdt
Title: CRM
category: I select the databases, Access 2007, business category
Description: The CRM template is used to manage accounts, contacts,
opportunities and activities.

Can anyone help?

Is the file size less than 2MB? That's another requirement in Step1
of the submission process.

Yes the early ones were around 450K and the last one was 118K.

Any other guesses? Any MVP pull to find out how this template submission
process should work. In my opinion right now it doesn't work very well.
