Access Issues Templates cannot add field

I am working on modifying the Access 2007 issues templates. I have tried to
add a field and and when I am in datasheet view I do not have a tab along the
top labeled datasheet where the datasheet tools are. If I access a blank
database the tools are there. Are you unable to modify a template?
 
I've never had any trouble modifying a template...

Are you trying to do so in Design View?

No, I am modifying it in Datasheet view as the tutorial shows. I am
following the tutorial to the letter.
 
From the database window, highlight the table, right-click, select design
view.

Since you are trying to modify the fields of the table, you need to use the
design view.

NOTE: if the tables are linked rather than local, you must modify their
structure in the file in which they "live". You can't modify a linked
table's definition from the linking end (i.e., the front-end).
