Can't display, boot failure

After I login my PC, the Windows frequently turn back and
said "Can't display, please restart" (mine is a Chinese
version and the message is translate from Chinese) and I
need to warm boot and sometimes cold boot my machine to
restart. Is it a Windows problem or hardware problem? Do
I need to reinstall the Windows.

Check the hardware manufacturer's web site for the latest Windows 2000
driver for your graphics adapter.
