Can't disable system restore

Win XP Home
version 2002 SP1
When trying to remove spyware/viruses
I cannot disable System restore
It gives the following message:

System Restore encountered an error trying to enable/disable one or more

drives. Please restart your machine and try again.
This does not help.
There are 5 accounts, all with Administrator rights, and an Administrator

account.
It does not matter which account I use or if I am in safe mode.

Also this may be related:
If I try to use windows update I get the following...

The website comes up but shows a message:
The website has encountered a problem and can not display the page you are
trying to view.

Also:
I can not use defrag or get into computer management:
I get the message... MMC can not open the file... (It then fills in the

appropriate file name.)
This may be because the file does not exist, is not an MMC console, or was

created by a later version of MMC. This may also be because you do not have

sufficent access rights to the file.

These files all exist and all accounts have Administrator rights.

Any ideas?

When using eventvwr.msc I get the error message...

MMC can not open the file C:\windows\system32\eventvwr.msc This may be
because the file does not exist, is not an MMC console, or was created by a
later version of MMC. This may also be because you do not have sufficent
access rights to the file.
All accounts have administrator rights.
The file does exist in that location. If I click directly on the file I get
the same message.

Hopefully, Bert Kinney will see your post . He's the expert.

XP Home is different than XP Pro.

Try Start>Run>cmd
At prompt type: services.msc

If you get there go to System Restore, then stop service "System Restore".

Otherwise repost with Bert's name in Question/Title. Something like "Bert
Kinney System Restore Help".

When I try to access via admin tools and click on services or component
services I get the same MMC can not open the file... message.

Correct me if I'm wrong, but I'm not sure if this option is in XP Home:

Right click My Computer, go to Properties
Go to the System Restore Tab
Check the box that says "Turn off System Restore on all drives"

That should be all that you need to do.

If you don't want all of the drives dropped, you can edit each one's
properties from the list presented. Again, hope this helps.
