Can't disable BCM, registry resets itself

I don't want to run BCM anymore. I have set the database services for it to
not start. So everytime I start outlook it takes a while as it is searching
for the database then prompts me twice to see if I want to change my DB
settings.

So I want to just disable it. From MS website you can by changing the
registry:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Outlook\Addins\Microsoft.BusinessSolutions.eCRM.OutlookAddIn.Connect.1
Change LoadBehavior value to 1.

Well everytime I shutdown outlook, change this setting to 1, then restart
outlook, it changes this setting back to 3.

How do I disable it?

Uninstall it from Add/Remove Programs.

If you must leave it on the machine because another user uses it, you
can run through BCM's first use wizard, creating a database, then
shutdown Outlook, and go the Control Panel Mail applet and remove BCM
form your profile--BCM won't prompt for that profile again, but
Outlook won't run BCM either.

Contact Manager Update".
I fear removing this will remove Outlook. No?

Nah. Outlook is actually installed as a sub-component of the Office
entry in add/remove, and "Ol w/BCM" is really just BCM.
