Can't dial up

I am not able to dial up my ISP. Modem dials but then nothing, my dialer is
apparently frozen and it reads "dialing". I tried a PCMCIA card modem and
that dos the same thing. HELP

Do you hear it dial and get the handshake (squeal) and does it then go
quiet...? Does it error out..? Is it dialing the correct number..?

No handshaking, no sound after the dialng sound, and no error message. Of
course the numbers are correct. I have even reloaded the orperating system
(XPHome) and reconfigured my dialup . I'm completely stumped. I think it has
to be something in common to both my internal PCI modem and the PCMCIA card
modem I bought, since neither one works and they behave the same.
I appreciate your effort.
