Can't delete users

Has anyone had problems with deleting users in XP? I tried to delete several
old users on a friend's computer via Control Panel. I selected the user I
wanted to delete, asked it to delete settings and files, and hit OK. The
computer acted like it had done something and then returned control to me.
However, when I checked the list of users, none had been deleted. I tried
rebooting and repeating several times with no luck. Any ideas?
