Can't delete files with "read only" attribute

I restored some files from a backup to secondary disk and
then couldn't delete them because they were flagged
as "read only". Since the disk was empty, I reformatted
it. However it created a "recylcer" file which is also
marked as hidden and can't be deleted. Any idea what I
can do. Changing the properties to remove the hidden
attribute won't work. I even went into to the command
prompt and attempted to remove the attributes with the
ATTRIB command. Doesn't work either.

Turn off the recycle bin for that drive. Why would you go around deleting system folders. There is bno such thing as a recycler file...
