can't delete files from recycle bin

I deleted some files to the recycle bin but it will not let me delete them
from the recycle bin saying files in use by another program. No programs are
associated with these files. Also tried to delete in safe mode. No good
either way.

I also deleted files to the recycle bin and each one I tried to delete was
replaced in my documents many, many times. I now have about 72 copies of all
the deleted files. They won't go away.
