Can't delete .dll file

Somewhere along the line "Hotbar" got installed on my
Dad's machine. It's annoying and he'd like it removed
but we get the error message: "Cannot delet
HbCoreSrv.dll: Access is denied. Make sure the disk is
not full or write-protected and that the file is not
currently in use."

Any help would be appreciated.

Start safe mode and try again. Hold F8 while the computer is Booting up,
until you get to a menu. There, select Safe Mode. Remember, safe mode can
make things look and behave abnormal, but don't worry. These settings are
only temporary.
