Can't delete Corrupt video file

I have a so called corrupt video file I cannot delete. I
got it forwarded and I can't get rid of it. I checked it
for viruses and I rebooted in safe mode and still can't
get rid of this thing. It still says it's being used by
another program. I have tried renaming and dragging it to
the recycle bin. I don't need this file. It won't delete
either way. Safe mode or regular. Any help?

"Go to Start/Run/CMD and type in: regsvr32 /u shmedia.dll
To re-enable it: regsvr32 shmedia.dll
And/or run this edit, then try to delete it.

try to move the file to a folder then try to delete the
folder (it worked for me once) or try to rename the file
extentention to "*.txt" if it still doesn't delete open
the file with the *.txt extention and delete all the
crazy letter and wierd fonts you find in there then save
it and delete it it should work! if it doesn't i don't
know
