Can't delete avi file - says file is in use even though it's not

I am trying to delete a file on my computer, and every
time I try to, the following message comes up: cannot
delete file - it is being used by another person or
program. Close any programs that might be using the file
and try again. There is no program or person using this
file, and I have triple-checked to make sure. It appears
to be locked in some open mode. How can I circumvent that
and delete the file anyway? thanks very much,
