can't defragment

When i go to accesories, system tools, disk defragmenter the window that
opens says ACtion canceled.
Internet explorer was unable to link to the Web page you requested. The page
might be temporarily unavailable. It is as I am on the internet. Why is this.
How can i defragment my comuter?

Try to defrag in *safe mode* and clean up your disk to get the most space of
your HD.

When i right click on Disk defragmenter my options are open, open with Author, send to, copy, scan with norton, pin to start etc....

regsvr32 dfrgui.dll
