Unfortunately your question is not clear and refers to two different
scenarios.

What exactly do you mean by decrypt? Did you actually apply encryption,
or are you just getting an access denied message?

What cypher command are you referring to?

What happened to make you think that the folders require decryption? Did
you do a reinstall? If you did, and if you did apply encryption, and if
you did *not* back up the account credentials, you may simply be out of
luck; the encryption is strong and tied to the account credentials, not the
password.

If you changed the account password from outside the account, and did not
back up the account credentials, you can likely consider the data lost and
move on.

This encryption issues will not apply if you are using XP Home, because XP
Home does not include EFS encryption.

The Access Denied message usually means that you've lost ownership of the
folders in question. This is easy to recover, but if you're using XP Home
you can only do it from Safe Mode and the Administrator account. In Pro,
you turn off Simple File Sharing to get at the Security tab.

Here are the details of the method for taking ownership:

If you can clarify your question that would be helpful.

If you are using EFS then you have to be logged on as the user that
encrypted the files.
