can't cut, copy or delete exe's and shortcuts

I'm running into a problem where any time I try to perform an action on
an exe file or a shortcut in XP professional everything on my screen
goes temporarily blank except for the desktop background then a few
seconds later everything reappears except for any file explorer windows
I had open.

The following actions cause this to happen:
right-clicking an exe or shortcut file icon
selecting an exe or shortcut file then using keyboard shortcuts to cut,
copy or delete the file
selecting an exe or shortcut file then clicking on the file or edit
menus

This is making it annoying to move files around on my computer... any
help would be appreciated.

Hi Marttimo,

I have seen similar issues before when a program that has integrated
itself with the windows shell and its playing up. By the sounds of it
this application has only associated itself with executables and
shortcuts. I suggest going through your add/remove programs list and
seeing if you have any app installed that would do this. I had this
issue when right clicking on a dvd drive and found an old installation
of some cd burner program that had attached itself the menu and would
crash and take explorer with it when the user tryed to right click.
