Can't create Signature

When I click Signatures on the mail format tab, nothing happens. It acts as
if the feature just isn't enabled and nothing happens. Same with the
Stationery button as well. I looked all over the place for help, but most
I've found tell me how to set it up. Got to be something simple. Outlook
2007 part of Office 2007P
