How do I get the signature to be inserted before stationery text?

In versions of Outlook prior to 2007 a stationery file could be used to
insert standard text such as a disclaimer or confidentiality statement, when
the signature was automatically inserted into the message it would be placed
before the stationery text. This does not hold true to OL2007. This issue
was addressed for OL2003 in KB947406 - (In Outlook 2003, a signature is added
after boilerplate text that is contained in the stationery for new e-mail
messages).

Is there a work around or possibly a hotfix for this available?

Inserting files as text puts them in the message body, before the signature.
This can't be changed.

In older versions it was possible to use the signature feature to insert
boilerplate text. Outlook 2007 doesn't support this as you can only have 1
signature. Instead, use quick parts for boiler plate. If you need to use
stationery with boiler plate text add the signature to the stationery and
disable signatures for new mail (or assign a blank sig so you can swap
signatures).

If the boiler plate text is a disclaimer that should follow the sig, make a
sig that includes it and make one without the disclaimer, so you can easily
switch signatures (with a right click).
