can't create new user account

I have XP Pro with SP2 installed. When I try to create a new account (both
administrator and limited), everything looks normal on the welcome screen
until I click on it. Then the message appears:

"Windows cannot log you on because your profile cannot be loaded. Check
that you are connected to the network, or that your network is functioning
correctly. If this problem persists, contact your network administrator.

DETAIL - The system cannot find the file specified."

The new account is on the welcome screen but under the document and settings
folder where all the user accounts are located, the new user account folder
isn't there!

My existing user accounts work OK though. What is the PROBLEM? HELP!!!
