can't create new folders

I just tried to reorganize some files in a folder. I right clicked and
then selected New and was going to select Folder. But right after
I click New, a window opens that says Windows Installer is preparing
to install a program and then
the system tries to install a program which I just recently tried to
uninstall
from the Control Panel Add/Remove Programs. It then says that "The
feature you are trying to use is on a network resource that is unavailable."
I can click OK to try again or enter an alternate path to the folder
containing
the installation package for this program. I can either click OK or Cancel.
If I click Cancel, I get an Error 1706 (No valid source could be found for
the product. The Windows Installer cannot continue. If I click Okay to
that,
then I get the Windows Installer trying to install again. This goes on and
on
until I bring up the task manager to end it.

Help!!!

Use tip 34 in the 'Tips & Tricks' at http://www.jsiinc.com to rip that
application out of your computer.

Restart the computer.

If the installer trys to start, use tip 2620 to locate it, and remove the reason
it starts.

If the application is a subkey (or GUID) at
HKEY_CURRENT_USER\Software\Microsoft\Installer\Products
delete it.

Wow!!! GREAT site!!! I am on the run at the moment but surely
the answer is here. THANK you so much!! I will definitely mark
this site. I think I have been here before but just lost the bookmark.
It will be much later today before I can work on this but I will let you
know.
