Cant convert xls file to csv file

Even when I choice SAVE AS TYPE =csv, it does not convert to csv.
Is there a setting that I am not aware?
 
You'll need to explain in more detail.
Ae you saying that you don't get a file saved with a csv extension, or that
the file saved isn't a csv? If the latter, have you tried opening the file
with Notepad to see exactly what it looks like? If so, what does it look
like?
