cant complete file download from internet

This problem has only been occurring for the last week or so. Any file that I
try to download from the internet generally wil not complete. Instead it will
stop at a random percentage and in the menu bar change from percentage
dwonload to 'file download'. This has no bearing on size and occurs when only
downlading one file. If I disconnect Windows XP firewall the files download
successfully.
It is worth mentioning that sometimes files do complete with firewall active
and that it always stops at a different position with the same file.
Could this be caused from an update and how can it be rectified. I have
never had this problem before and have not recently installed or uninstalled
anything of importance.
My DSL connection is fine and a bit torrent program I use seems to be
downloading fine. I only have the problem when using internet explorer 6.

Since downloads are first put into your Temporary Internet Files folder,
then copied to the specified destination folder, I would first totally
delete the TIF folder in the user profile with the problem per the
instructions here: http://www.mvps.org/winhelp2002/delcache.htm

Make sure to check both checkboxes under Tools|Internet
Options|Advanced|HTTP 1.1 settings. You will have to restart your browser
for these changes to take effect.

Make sure you have the newest firmware in your cable/dsl router. Older
firmware versions can contained incorrect MTU values that cause corruption
at high speeds.

Finally, it could be a problem with your ISP and it's cache or proxy
servers.

I have completed removed all TIF, cookies and history and have used windows
cache clearing program to top it off. Still no luck I'm afraid.
