Can't Choose "Stationary Picker"

Hi, I've been wanting to change my stationary and have been reading the other
posts that say to use the Stationary Picker. Well mine is shaded and I can't
pick it. What should I do?!?!
 
To use stationary your mail format has to be HTML. You can check by clicking
tools/options/mail format. If it's greyed out then group policy is
preventing you from changing it.
 
I don't think that's it b/c the person who's e-mail I'm using created the
station which is against policy. So, how did she create and install it in
the first place? Maybe that way I can delete it.
