Can't change XP screen saver

I'm trying to edit the user login screen saver settings on win XP, but
when I attempt to do this it tells me I don't have permissions or
admin rights to do so. When I log in as Admin, the settings shown are
the admins settings, how do I edit the user settings...it's a
catch-22. I want to change the power settings to have the monitor turn
off after at least an hour instead of 20 minutes. The admin has it set
at 1 hour, but I can't change the user setting....but there must be a
way that for some reason is just not obvious....anyone...?

Start\run gpedit.msc find the screen settings in the
group policy and edit it, exit the group policy and then
type gpupdate.exe for the changes to take effect
imediatly.

This behavior occurs because a Limited User does not have the necessary permissions
for adjusting power management settings.

For a stand-alone computer:

- If you do not want to allow member of the Users group permission to configure
Power Options on a permanent basis:

Log on as the Administrator (or a user in the Administrators group). For the member
of the Users group in question temporarily "Change the account type" to
Administrator. For more information search Help and Support for the words in
double-quotes. Log on as the user in question and configure the Power Options as
desired. Reverse the procedure and change the account type back to Limited.

- If you want to allow the member of the Users group permission to configure Power
Options on a permanent basis:

- Log on as the Administrator (or a user in the Administrators group). Run
regedit.exe. Navigate to the registry key given below. On the Edit menu, click
Permissions. Select "Users" and assign Full Control permission

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Current Version\Controls
Folder\PowerCfg
